California
Statewide: The California Bicycle Coalition launched the E-Bike Affordability Program with a $10 million grant. Qualifying applicants can receive up to $1,000 for a standard e-bike and up to $1,750 for a cargo or adaptive e-bike. The program is expected to help fund between 4,000-7,000 e-bikes across the state. Contra Costa County: Receive up to $300 off a new e-bike purchase through a program funded by the Bay Area Air Quality Management and Contra Costa Transportation Authority. Additional $500 rebates are available for low-income households. Learn more here.
Healdsburg: Healdsburg Electric customers can get a rebate of $50-$700 on qualifying e-bike purchases if they intend to replace car miles with bike miles. Applications must be submitted within 12 months of purchase. Learn more here.
Los Angeles, Orange, Riverside, and San Bernardino Counties: Through the Replace Your Ride incentive, residents can trade in their old vehicles for cleaner alternatives like e-bikes and receive up to $9,500. Income and vehicle eligibility criteria apply. Learn more here.
Redding: Income-qualified residents can receive a voucher of up to $1,150 towards an e-bike, helmet, and lock through Redding's e-bike program. The program is tied to the Residential Energy Discount program. Learn more here.
Santa Cruz: The GO Santa Cruz E-Bike Rebate program provides up to $800 for low-income residents and $400 for other applicants. To qualify, you must apply to the program, complete a Bike Safety Training video, and pass a quiz and survey. Once completed, you’ll receive a rebate voucher via email, which can be redeemed at participating electric bike stores. Learn more.
San Francisco Bay Area: The Clean Cars for All program offers low-income residents up to $7,500 to trade in old cars for e-bikes or other electric vehicles. This grant also covers accessories like helmets and locks. Learn more here.
Colorado
Statewide: The Colorado Legislature designated $12 million to local governments and nonprofits for e-bike sharing and ownership programs, with rebates focused on low to moderate-income families. The program is set to start in Spring/Summer 2023. Learn more here.Avon: Avon residents can get up to $200 off a new e-bike valued at $1,000 or more, or up to $100 off a used e-bike. Boulder: The Community Cycles E-Bike Program is a two-year loan-to-own initiative for essential workers in Boulder County. Participants must use the e-bike primarily for commuting to work and as their main mode of transportation. To join the program, workers must pay a $250 fee, after which they will receive an e-bike. Participants are required to share their riding data with Community Cycles via an app. Upon successful completion of the two-year program, the e-bike becomes theirs to keep. Learn more here.
Denver: Save up to $1,700 on e-bike purchases through Denver's rebate program. Additional $500 rebates are available for cargo e-bikes. Note that rebates for January have been claimed, with the next release scheduled for March 28th. Learn more here.
Eagle County: The town of Avon, Vail and VailEagle offers the Shift Bike Share Program to residents. This allows riders monthly and annual passes to the bikes or a 40-cent-per-minute pay-as-you-go model. Learn more here.
Glenwood Springs & Surrounding Counties: Holy Cross Energy customers in Glenwood Springs, Eagle, Pitkin, Garfield, Mesa, and Gunnison counties can receive a $50 rebate on a new e-bike purchase. The rebate is limited to two e-bikes per household. Learn more here.
Edwards: Residents of Edwards who are replacing their car commutes with an e-bike can qualify for a rebate of up to $200. To be eligible, the e-bike must cost more than $500, and you must apply within six months of purchase to receive the rebate. Learn more.
Glenwood Springs, Eagle, Pitkin, Garfield, Mesa, and Gunnison Counties: Residents in these counties who switch from driving to using an e-bike for commuting or errands can receive a $50 rebate on their e-bike purchase. Granby: Members of Mountain Parks Electric can receive a rebate of up to 25% of their e-bike’s cost, with a maximum rebate of $150. To qualify, submit your receipt within 90 days of purchasing the e-bike. Learn more.
Gunnison: Gunnison County Electric Association members can receive a post-purchase rebate of up to 25% of their e-bike’s cost, with a maximum rebate of $150. Simply apply through the association's website with your e-bike receipt. Learn more.
La Plata, Archuleta & Nearby Areas: The La Plata Electric Association offers a $300 rebate to members who purchase an e-bike within the last 90 days. This rebate is capped at 25% of the e-bike's purchase price, and an application is required to claim it. Learn more.
Connecticut
Statewide: Under the Connecticut Clean Air Act, residents can receive $500 rebates for e-bikes costing $3,000 or less. Income qualifications apply. Learn more here.
Proposed Tax Credit: The Connecticut Assembly is reviewing a bill that would offer personal tax credits ranging from $250 to $1,000 for e-bike purchases, depending on household income. Learn more here.

Ashland: Ashland Electric Utility customers can apply for $200-$600 rebates on e-bike purchases. Applications must be submitted within 180 days of purchase. Learn more here.

Tennessee
Nashville: The Metro Council is considering a proposal to allocate unused federal COVID funds to create an electric bike rebate program for residents. This initiative aims to help residents utilize the city’s expanding bike infrastructure and lower their carbon footprint. The proposed rebates include up to $300 for a standard e-bike and up to $500 for a cargo e-bike. For income-qualified residents, rebates could reach up to $1,400 for an e-bike or cargo e-bike. Texas
Austin: Austin Energy customers can receive up to $300 in rebates for e-bike purchases, applicable only through approved dealers. Applications must be submitted within 60 days of purchase. Learn more here.
Vermont
Barton Village, Enosburg Falls, Hardwick, Johnson, Jacksonville, Ludlow, Lyndonville, Morrisville, Northfield, Orleans, Swanton: Residents in these areas served by the Vermont Public Power Supply Authority (VPPSA) can receive a $100 rebate on the purchase of an e-bike or retrofit kit. To claim this rebate, VPPSA customers need to complete an online form and submit proof of purchase along with the bike’s serial number. Note that this program was set to expire at the end of 2022. Burlington: Burlington residents can receive a $200 rebate on e-bike purchases made from either local stores or online retailers. To obtain the discount in-store, bring your ID and a piece of mail with your address to the Burlington Electric Department to receive a $200 coupon. If you purchased online, you must apply for the rebate post-purchase. This program was set to expire on December 31, 2022. Learn more.
Burlington, Brattleboro, Montpelier, Upper Valley, and Other Cities: Local Motion and other statewide partners offer free e-bike rentals through e-bike libraries across Vermont. These bikes must be reserved in advance and are typically available for rent from Thursday to Monday. Businesses interested in hosting an e-bike library location are encouraged to sign up for 2023. Colchester & Surrounding Areas: Green Mountain Power customers can receive a $200 rebate on e-bike purchases made at local retailers. To qualify, customers must provide a GMP energy statement, account number, and proof of residence within the GMP service area at the time of purchase. Learn more.
Stowe: The Stowe Electric Department offers a $200 post-purchase rebate on Class 1 e-bike purchases. To claim the rebate, customers must complete an online application and submit a receipt of their purchase. Learn more.
Washington
Statewide: A proposed bill currently in the Washington Legislature aims to exempt e-bike purchases and up to $200 in e-bike accessories from sales tax. This pilot program is designed to assess whether sales tax incentives can boost e-bike adoption across the state. Learn more.
Additionally, Governor Jay Inslee has proposed a $1,000 tax credit for e-bike purchases as part of a broader $100 million initiative to expand electric vehicle incentives in Washington. Washington D.C.
Washington D.C. Area: Lawmakers have introduced The Electric Bicycle Incentive Kickstarting the Environment (E-BIKE) Act of 2023, which would provide local residents with up to $1,200 in savings or cover 75% of the cost of an e-bike. Rebates will only be available for e-bikes purchased at participating bike shops within Washington, D.C., according to the proposed bill. Learn more.
